SWPD Statement Regarding Use of Force Determination

On 9/20/2022, the Skagit County Prosecuting Attorney’s Office announced that it was not filing criminal charges against Sedro-Woolley officers in response to a February 16, 2022, incident in which David Babcock was shot and ultimately passed away. Our hearts go out to everyone impacted by this tragic situation, especially to the friends and family of Mr. Babcock.  We appreciate the work of the Skagit-Island Multiple Agency Response Team in investigating this incident and the thoughtful review conducted by the Skagit County Prosecuting Attorney’s Office.

Now that a charging decision has been reached, Sedro-Woolley will launch a thorough administrative review of the matter. Upon conclusion of the administrative review, the City will take additional actions, as needed.

We remain committed to excellence and to continuous improvement in the delivery of law enforcement services, as evidenced by the following actions underway independent of this incident:

  • Implementation of Lexipol policies, which continually update as State and Federal laws change.
  • A review of the policies that the Department was working under during our transition to the Lexipol system.
  • A comprehensive look at legislative changes recently implemented, specifically those that relate to use of force considerations.
  • Compliance with the Washington State Criminal Justice Training (CJTC) on annual in-service training requirements of WAC 139-05-300. This includes patrol tactics with crisis intervention, de-escalation training and rendering medical aid.
  • Implementation of a body worn camera program since 2012, expanded to all officers in 2018.
