Project Description

The City of Sedro-Woolley is committed to providing equal access to its public programs, services, facilities, and activities for all citizens including those with disabilities. To achieve this end, the City has developed an ADA (Americans with Disabilities Act) Self-Evaluation and Transition Plan for the public right-of-way, buildings, parks, and City services, programs, and activities in compliance with federal and state law.

To satisfy the requirements set forth by Section 504 of the Rehabilitation Act of 1973,Title II of the Americans with Disabilities Act of 1990 (CFR 28 Part 35), and WSDOT Local Agency Guidelines Manual (Chapter 29), this ADA Transition Plan intends to:

  • Identify physical and communicative barriers in City of Sedro-Woolley’s public facilities that limit the accessibility of its programs, services or activities to individuals with disabilities;
  • Describe the methods to be used to make the facilities, programs, services or activities accessible;
  • Provide a schedule for making necessary modifications to provide better access and achieve compliance; and
  • Identify the public officials responsible for implementation of the plan.

Recent/Annual Accomplishments

The City of Sedro-Woolley City Council adopted the ADA Transition Plan on April 14, 2021. The City will provide annual reports of progress in removing barriers to accessibility from the public right of way as identified in the ADA Transition Plan.  Annual reports will be provided to Council and posted on this website during the first quarter of the following year.


Project Schedule

The City of Sedro-Woolley contracted with civil engineering firm Transportation Solutions, Inc., and partnering subconsultants design2 LAST, Inc. and ProDims, LLC to complete the citywide ADA Transition Plan by March 31, 2021.

During the summer of 2020, self-assessments of public right of way facilities including curb ramps, sidewalks, and interface of sidewalks with driveways were completed, prioritization criteria were established for right of way barriers, the City’s programmatic policies and practices regarding accessibility were assessed, a public outreach strategy was prepared and implemented.

During the Fall of 2020, additional public outreach activities were performed and summarized, removal prioritization were refined based on staff input and public involvement, cost estimates for barrier removal were prepared and self-assessment of City  facilities prepared.

During the Winter of 2021  prioritization criteria for facilities and parks were prepared, removal prioritization criteria were further refined, cost estimates for building and parks were prepared, a short and long term barrier removal implementation schedule was prepared, and the draft ADA Transition Plan was prepared.

During the Spring of 2021, refinement of the above activities continued, the draft plan was presented to Council, final edits were made, and the final plan adopted by Council on April 14, 2021.


How Can You Be Involved?

Have an idea about how to make Sedro-Woolley’s public right of way more accessible to people with limited mobility, vision, hearing or cognitive disabilities? Here are ways to let us know!

  • Public Involvement during Plan preparation - See the ADA Transition Plan, Part G for completed public involvement activities related to the Plan.
  • Ongoing Public Involvement - We welcome ongoing public comments and suggestions on our ADA Transition Plan and notification of barriers that you may observe.  You may comment on the Plan or observed barriers by contacting the ADA Coordinator or the ADA Transition Plan Project Manager.
The City would especially value input from:

  • Individuals with disabilities;
  • Senior citizens;
  • Individuals that encounter accessibility barriers such as parents/family members/friends of individuals with disabilities;
  • Members of groups that provide services or transportation to individuals with disabilities;
  • Individuals with experience and knowledge of ADA planning and requirements;
  • Interested Sedro-Woolley residents.

ADA Advisory Group

The City formed an ADA Advisory Group including local citizens who are members of the disability community or who work closely with persons with disabilities to advise City staff throughout the ADA Transition Plan process. At least 51% of the ADA Advisory Group was made up of individuals living with a disability as defined by the ADA including hearing impairment, intellectual disability, psychiatric disability, mobility impairment and vision impairment.  While the formal work of the Advisory Group is complete, the City will continue to include the former members as they are available in the Annual Plan Updates.

The intended goals and responsibilities of the ADA Advisory Group include:

  • Provided advice, identify accessibility barriers and recommend accessibility improvements to new and existing City programs, services and facilities as it relates to Title II of the ADA.
  • Developed relationships with other local organizations serving individuals with disabilities as identified by the ADA.
  • Supported City public engagement efforts for the ADA Self-Evaluation and Transition Plan process including review of engagement tools and materials for accessibility.
  • Future support of City staff on ADA Transition Plan implementation and future Plan updates.

The ADA Advisory Group met virtually on a monthly basis during the ADA Transition Plan project timeline (through March 2021). Meeting materials are posted here.
